The Pune Ring Road is a 264-km ring road project that will be developed in Pune to boost road connectivity in the city. Developed in different phases, the Pune Ring Road was conceptualised in 2007, to boost connectivity in the city and its suburban areas. However, lack of funding had put the project on the back-burner. In September 2021, the Maharashtra government gave its approval for Rs 26,831 crores for the 173-km-long Ring Road project, including construction and land acquisition costs. The Maharashtra State Road Development Corporation is overseeing the implementation of the project.

As per Maharashtra State Road Development Corporation (MSRDC) officials, the Pune ring road project is expected to be completed by December 2026.  In November 2022, the state cabinet had given approval to the MSRDC to raise a loan of Rs 35,629 crore to acquire land for three major road infrastructure projects in the state from Housing Urban Development Corporation (HUDCO). Of these three projects, the Pune ring road project will be allotted about Rs 11,000 crore for land acquisition from 83 villages in Pune district.

According to the state’s urban development minister, the proposed Ring Road would help in the reduction of pollution by about 25% and boost socio-economic development in the region. He also said that the project would improve road connectivity in Pune. He highlighted that the vehicles travelling to areas like Saswad, Nashik, Ahmednagar, Konkan and Mumbai pass through the city, thus, causing traffic congestion and air and noise pollution. The Ring Road would significantly reduce the travel time and distance. It would involve the acquisition of around 1554.64 hectares of land, he said.

The Pune Metropolitan Region Development Authority (PMRDA) will start the development work on the 32-km Pune ring road section from Chakan to Nagar Road after the monsoon, according to the PMRDA officials. The work will be carried out in phases.

Pune Ring Road construction status

The state government has allocated a budget of Rs 10,519 crore for land acquisition for Pune outer ring road project during the interim budget presented by Maharashtra deputy chief minister and finance minister Ajit Pawar on February 27, 2024, according to media reports. As per reports, land acquisition for the Pune Ring Road’s western alignment is close to completion and construction work is expected to begin once the land acquisition is completed.

As per reports, the PMRDA has fast-tracked the Pune inner ring road project and proposed acquiring 115 hectares in 13 villages. The land acquisition will start soon. The district collector’s office has completed a joint survey and will proceed with land valuation. PMRDA has allocated Rs 113 crore for land acquisition with 30% of the amount deposited with the collector’s office for the first phase.

PMRDA to develop 15 interchanges linking Ring Road within and outside Pune, Pimpri-Chinchwad

March 3, 2025: The PMRDA is working on developing a ring road within and outside Pune and Pimpri-Chinchwad. Aimed at reducing traffic congestion in the city, the PMRDA has allocated Rs 147.50 crore for developing 15 key interchanges connecting the ring road, according to a Hindustan Times report.

Under this plan, the authority will construct three new roads linking Chandkhed to Kasarsai, Mutha Top to Urawade and Nighoje to Moi, aimed to strengthen the transport infrastructure in the region.

As per reports, 12 interchanges have is already in place. Three new interchanges will be constructed, adding 12.10 km of roads to the network, enhancing accessibility and easing traffic congestion in the region.

Pune Ring Road route and connectivity

The circular, 173-km route of the road, is not only expected to improve the poor commuting conditions across the city but also open investment avenues in 29 real estate markets that lie along the approved alignment of the Ring Road. Once the road is operational, these micro-markets are likely to come up as housing hubs, with easy connectivity across the city. This could also cool down property prices in the main hubs such as Kalyani Nagar, Koregaon Park, Viman Nagar, Magarpatta, etc. Apart from this, the Ring Road will connect six major highways passing through the city:

The Pune district authorities proposed two ring roads to help commuters reach the national highway routes quickly. The 173-km Pune ring road is being implemented by  MSRDC and the other will be implemented by the PMRDA.

The Ring Road within the PMRDA limits will pass through nine talukas including Maval, Khed, Shirur, Haveli, Daund, Purandar, Bhor, Velhe and Mulshi.

Pune Ring Road: Construction details and cost

The Pune Ring Road will be developed as an eight-lane express highway. It will allow a maximum vehicle speed of Rs 120 km per hour.

The Maharashtra government has given an approval for Rs 26,831 crores, for the Ring Road in Pune. The state PWD (Public Works Department) has issued a resolution for the approval of all the four packages involved in the long-awaited construction of the Outer Ring Road. The ring road project is being developed through Public Private Partnership (PPP) and PMRDA will be preparing the DPR for the inner part of the Pune Ring Road.

  • The first package of the mega-project will comprise of construction of a 29.8-km stretch from Solu to Soratwardi on the Pune-Solapur Road. This package will cost Rs 3,523 crores.
  • The second package will comprise of construction of a 36.73-km road from Soratwadi to Valve. The cost of the second package will be around Rs 4,495 crores.
  • The third part of the Pune Ring Road project will consist of the construction of 38.34 kms from Urse to Solu on Aland-Markal Road. The fourth package will comprise of construction of 68.8 kms of road.

Pune Ring Road: Timeline

2007: The Pune Ring Road project was first proposed in 2007 by the Maharashtra government as part of the Urban Infrastructure Development Scheme (UIDS).

2014: On 16 January 2014, the Maharashtra government approved the Maharashtra State Road Development Corporation’s (MSRDC’s) proposal for preparing a detailed project report (DPR).

2015: The government announced the formation of the authority and work was assigned. In November 2015, the land survey was completed.

2021: In 2021, the project received a budget allocation of Rs. 26,831 crore.

2022: The 172-km Pune Ring Road project developed by the MSRDC was originally scheduled to be finished in March 2025. The MSRDC started compensating farmers for the construction of the ring road. The first award of Rs 5.65 crore was made to a farmer from Urse for a 2.05-acre plot of land.

 

Pune Ring Road: Land acquisition

The Pune district administration has completed the land acquisition process for the 172-km ring road. The compensation amount will be declared for all 81 villages. A total of 1,900 hectares will be acquired across 87 villages for the ring road project. The entire work is expected to be completed in 30 months.

On August 23, 2022, Maharashtra chief minister Eknath Shinde had announced a budget allocation of Rs 250 crore for the land acquisition of the Pune Ring Road. The state government has planned a budget of Rs 1,500 crore for the project in FY 2022-23, out of which Rs 250 crore has been allotted. The land acquisition will be carried out across 83 villages in six talukas under Pune district.

In August 2021, the Maharashtra State Road Development Corporation (MSRDC) started a joint measurement survey (JMS) for the eastern part of the Ring Road. The land measurement of the western part of the Ring Road was nearly completed. The valuation of the compensation process also started for the western part and the eastern part.

The authority will pay Rs 2,348.92 crore to acquire land from the owners.

The compensation rates were finalised by the Pune District Collectorate for the 316.8 hectares in 32 villages in four talukas of Haveli, Bhor, Mulshi, Maval and Khed.

According to media reports, land is being acquired in two phases – western and eastern. Nearly 96% of the land required for the Pune Ring Road western alignment has been acquired while the remaining 4% will be acquired soon. Around 82% of land for the eastern region of the Pune Ring Road has been acquired while the remaining is yet to be acquired.

Pune Ring Road development phases

According to the officials from the Maharashtra State Road Development Corporation (MSRDC), the Ring Road will feature 14 multi-level interchanges and eight major bridges, for easy traffic management. It will also have 18 viaducts, 17 tunnels and four roadways over bridges.

The Pune Ring Road is planned to be delivered in four phases, for which the total projected cost is Rs 26,000 crores. Out of this, three-fourths will be provided by the central government under the Bharatmala Pariyojana, a centrally-sponsored and funded road and highways project of the government of India. The remaining amount will be raised through town planning schemes and other means. These town planning schemes will be implemented from Wagholi to Vadichiwadi and from Vadichiwadi to Katraj.

Around 24% of land has already been acquired for the first phase of the Ring Road, for which the total cost is Rs 518 crores. Rs 300 crores has already been allotted by the PMRDA. The total land required for the project, which will have six bridges, eight flyovers, three road over-bridges and a 3.75-km tunnel road, is approximately 1,430 hectares.

Pune Ring Road: Impact on real estate

The Pune Ring Road will pass through some of the fastest-growing suburban areas of the city. These include Pimpri-Chinchwad, Pirangut, Sivapur, Lonikand and others. Out of these, Pimpri and Pirangut already have some of the biggest township projects, attracting affordable home buyers and investors alike.

Growth of new townships

The ring road project will drive the growth of new townships in the city. The PMRDA has commenced the town planning scheme in Mhalunge and Mann areas. The Mhalunge-Mann Township will be developed over 700 acre on the lines of Hinjewadi IT Park. Moreover, nearly Rs 450 crore will be spent on the infrastructure development of the proposed ring road in Pune, which is expected to generate over 10,000 crore in the next 4-5 years.

Around 15 townships will be developed in the 32 km-long Phase 1 of the ring road. The planned projects are likely to come up in the outskirts such as Avatalewadi, Wadachi Wadi, Wadki, Holkarwadi, Phursungi, Manjri Budruk, Yevalewadi, Urali Devachi, Handewadi and Pisoli. Further, the PMRDA has announced the development of two townships in Holkarwadi and a residential project in Vadachiwadi and Autande Handewadi, each. These four residential projects will be spread over 500 acres of land.

PMRDA has planned to generate nearly one-fourth of the project cost through land monetisation models and town planning schemes. The growth of these townships and residential projects will cater to the growing demand for properties in the city owing to the upcoming infrastructure project. Homebuyers will have more residential options to explore. Besides, those planning to buy properties for investment can expect to earn good rentals since potential tenants are likely to search homes in these areas.

Premium micro-markets to see property price drop

The upcoming road project and development of townships will drive more new real estate opportunities catering to potential homebuyers. However, this will have an impact on the premium micro-markets of Viman Nagar, Kalyani Nagar, Koregaon Park, Kharadi and Magarpatta, where the property prices are expected to cool down. Currently, the average property price in these areas is around Rs 8,500 to Rs 10,000 per sq ft. This had made the eastern Pune localities slightly unaffordable. Hence, the focus of potential homebuyers has shifted western Pune.

Growth of logistics hubs

The MSRDC plans to establish around five logistics hubs along the Pune Ring Road, which is expected to boost manufacturing activities along the corridor.

The infrastructure in the peripheral areas of west, northwest and north Pune has been a challenge. However, with efforts from the PMRDA is expected to ease the problem.

Pune Inner Ring Road

Pune Inner Ring Road is an 81.89 km, eight-lane access-controlled highway with a circular route alignment developed by the PMRDA.

The first phase will cover a five-kilometre stretch for which around 28 hectare of land will be acquired from Solu, Nirgudi and Wadgaon Shinde villages, according to a PMRDA official. The government has cleared a budget of Rs 14,200 crore for the project.

The inner ring road will connect Nagar Road with Mumbai Expressway and Solapur Road, and Solapur Road with Satara Road in the first phase. The project will include 15 flyovers, two rail overbridges and five tunnels. Some sections of the inner ring road will merge with the outer ring road. In 2023, the PMRDA allotted Rs 207 crore for the commencement of land acquisition for the phase 1 of the inner ring road. A 5.7-km stretch of the inner ring road falls within Pune Municipal Corporation (PMC) limits and will pass through Lohegaon. The PMC will develop the stretch and later transfer it to PMRDA. The 65-metre-wide road will connect Pune to Pimpri-Chinchwad via Lohegaon and will be built under a public-private partnership (PPP). PMC has started land acquisition for the 5.7 km stretch of the inner ring road of which 3.7 lakh square metre of land has to be acquired.

The PMRDA is planning to acquire 115 hectares in 13 villages and has initiated the land acquisition process. This will require 743.41 hectare from 44 villages in Khed, Haveli, Mulshi and Maval talukas. The 83-km inner ring road will connect Pune-Satara Road with Ahmednagar Road and include 42 connecting roads, 17 bridges and 10 tunnels. A 5-metre-wide space will be reserved for metro tracks. The first phase, from Solu to Wadgaon Shinde, is expected to ease congestion on Ahmednagar Road. The second ring road will cover around 1,301 survey numbers across 44 villages.

The PMRDA has started land acquisition for a 6.5-km section from Alandi to Wagholi on Ahmednagar Road. The 13 villages include Wadachi Wadi, Bhilarewadi, Pisoli, Yewalewadi, Mangdewadi, Gujar-Nimbalkarwadi, Jambhulwadi, Ambegaon Khurd, Nirgudi, Kadamwakvasti, Solu, and Vadgaon Shinde.
